The United States Immigration and Customs Enforcement (ICE) has recently announced a proactive approach in dealing with cryptocurrency-related crimes through its newly established Cryptocurrency Intelligence Program (CIP). This initiative was highlighted in the agency’s 2021 budget proposal, which outlined its objectives in identifying unlicensed transactions occurring across various digital platforms, including peer-to-peer (P2P) marketplaces and the murky waters of the darknet.

The Birth of CIP

The CIP, developed by ICE’s Bulk Cash Smuggling Center (BCSC), aims to target money laundering and illegal activities, particularly those associated with narcotics trafficking. The program focuses on spotting unlicensed money services businesses (MSBs) masquerading as independent cryptocurrency brokers, utilizing P2P sites, online forums, and classified ads.

Targeting the Darker Side of Digital Currency

ICE has determined that a significant portion of these rogue MSBs operating with cryptocurrencies are deeply entrenched in the underworld of illicit drug trade. In a bid to combat this resurgence, the agency has ramped up its training and enhanced its cyber analytics capabilities to further its cyber investigations into these illicit marketplaces, which often peddle fentanyl and its precursors.

Recent ICE Actions Against Darknet Markets

Darknet markets have been prime targets for ICE enforcement actions for several years now. The agency has invested in equipping its agents with what they call “advanced darknet training” since at least 2019. This training appears to pay dividends, with one notable operation conducted in partnership with the U.S. Drug Enforcement Administration in mid-2017 that led to over 35 arrests after a year-long investigation.

Global Collaboration in Blockchain Forensics

Meanwhile, abroad, efforts are being made to catch up with this trend. The Austrian Institute of Technology has teamed up with the French company NIGMA Conseil to tackle blockchain forensics. Their goal? To provide services to governments and businesses for effective dark web scraping and wallet clustering. It appears that the fight against cryptocurrency crime is gaining traction all around the globe!
