In May 2019, a small paradise known as Vanuatu became the testing ground for a revolutionary financial experiment. Oxfam, in collaboration with MakerDAO and other tech-savvy pals, launched the UnBlocked Cash program, which turned the local currency into a digital oasis. This initiative aimed to alleviate financial distress after natural disasters by distributing MakerDAO’s DAI stablecoin through a trial run.

How The Program Worked
The UnBlocked Cash initiative embraced the future by issuing tap-and-pay cards loaded with roughly 4,000 Vanuatu vatu (around $50). A total of 200 locals from the charming villages of Pango and Mele Maat took part, making their purchases easier and quicker than ever. Local vendors joined the fun by receiving Android smartphones with a special app that facilitated DAI payments. And guess what? They could even convert that shiny digital currency into good ol’ cash at their leisure.
The Power of Cash
Research shows cash trumps in-kind provisions like a heavyweight champion. According to reports (aka, a channel for gossip), around 70% of Syrian refugees found themselves selling food and supplies — donations meant for them! — to buy what they actually needed. A digital cash system not only eases transactions but also breathes life into local economies.

With Oxfam’s meticulous oversight and Sempo’s real-time transaction tracking, transparency took center stage in the UnBlocked Cash pilot.
